I have recently moved into a property the front garden fence between the two properties should be my responsability but the neighbour has errected a fence on the edge of the boundary which restricks me from putting one on the boundary . I asked if i could paint the fence my side but all i received was a lot of abuse and told i cannot do it and to go back where i came from. How do i stand if i want to paint it as it needs making respectable and is an eye sore that looks as if we dont care to maintain it he paints his side but has never repainted ours
