Blown downstairs lights....FUSE PROBLEM?

Need a bit of advice guys.

A halogen bulb recently blew in my kitchen which knocked out all my downstairs lights as i do not have a circuit breaker/trip switch thing??? I turned off the power to my downstairs lights and replaced the blown fuse which was in a pull out black switch in the wall. However another bulb has just blown in my kitchen again and when i went to change the fuse (as before) i noticed that previously i had accidently put a 13Amp fuse in instead of a 5Amp one. Now depite it now having the correct fuse none of my lights work downstairs. What can i do???

I would sugest as you had fitted an oversized fuse before the fuse in the fusebox has now blown.
trying to get my head around what you was discribing any chance of a pic please.
Email it to me if you cant work out photobucket.
