i painted a ceiling with white matt eulsion on to artexed ceiling wich was done seven yrs ago and never been painted i put a coat in ceiling then as it dryed it started to flake i then brushed of the flakes and pva'd the ceiling and put another coat on ceiling and its continueing to flake what can i do
