The mains water supply pipe in my neighbours front garden has developed a small leak and this has been confirmed to me by Thames Water who investigated the matter when I reported that I had water underneath the floorboards of my house and pools of water forming at the lowest point of my garden. My neighbour insists that he does'nt have a leak and will not give Thames Water permission to fix the problem even though they will do the repair free of charge (yes, I said free of charge !!). The leak does'nt affect him because it flows down the hill straight into my property without affecting his.
I am worried about the damage this is causing to my property and would appreciate any advice you could give me.
P.S. I don't get on with my neighbour.
