Turned off hot & cold Isolation Valve, to work on shower, when turned back on found no hot & cold water to shower, got cold water to sink and throughout the house but no hot water, could it be the valves sticking and how do we prove the valves have opened

The cold feed to the cylinder, is it a wheel head valve ? and does it stop when you turn it anti-clockwise, or just keep turning around and around.

If it stops you have an airlock, if it keeps turning the valve is broken.
