Hi
When the device is plugged in, open windows explorer and right-click on current name of the USB stick and select PROPERTIES from the resulting menu.
You should be able to modify the existing name of the device at the top of the dialog box that pops open, then click OK to accept the change in name.

Hi
Yes, it sounds like the library pc is locked down to prevent you modifying the environment for anyone else that may wish to use the PC, which can include preventing you from modifying the name of temporary storage devices, as you've noticed.
There isn't any other way to do what you need to do to bypass the security on the library PC I am afraid. It is possible to ask the friend who you got the USB stick from to rename it for you? Or perhaps use your wifes computer to rename the stick.. I assume she must have one if you have gotten her a usb memory stick
Another thought which may be a bit cheeky, if your local PC World sell the brand of USB stick you have, take it into there and show it at the entry door so that they know you brought it into PC World (rather than shop lifted it!) and then use one of their display PC's to rename it - ask a sales person - pretend you are interested in purchasing one and need to know whether it supports your memory stick
Regards
