An anti-scald device can be installed to guard against sudden changes in water temperature. Several types are available. The least expensive one -- one that's easy for a do-it-yourselfer to install -- is a valve that screws in behind the shower head and shuts off the water if the temperature gets too high. In addition, there are valves that sense a change in cold-water pressure and reduce the flow of hot water to compensate, and electronic devices that let you program in the exact temperature you want.

To prevent scalding, it's also a good idea to set the thermostat on the water heater no higher than 120 degrees.
