No heat in the downstair's radiator's

Any ideas?

Had one of the radiator's off for a few weeks (downstairs) and started to notice loss of heat in remaining ones - although upstairs was / is fine - radiator is now back on and no heat - have bled and even drained - which seems to allow them to heat up for a few minutes andf then all cold again? Upsatirs - like the bahama's?
