My window cill (on the outside) is rotten (wood windows, by the way). How is the cill attached to the wooden window,and how do I go about removing it and replacing with another, either wooden or UPVC?

I've also heard about a resin that you can paint onto rotten wood which sets over it and makes it stronger than the original wood. Do you know anything about this, and where I can get it from. Is it any good?
