Valve Problem ?

I have hot radiators but no hot water. I have looked at a device I think is the three way valve (mid Position Actuator) and the lever is pointing to 'H'. When I turn the thermostat on the tank all the way up I hear a click but the lever does not move ( I am expecting it to move to 'M' or 'W'. When I turn the thermostat all the way down I again a hear a click but no movement.

Does this indicate a problem with the Actuator or my diagnosis. Is there something else I should check ?

Can you move the valve manually. Cool
