Is the tank filled with water?
If yes, Does that water empty and flow to the toilet ?
If yes, Does the water flush away or seem to be held by a clog?

Is the tank filled with water?
If no, make sure the shutoff valve just under te toilet is fully open.

Write back for more if these don't cut it.
