Sand/cement for laying floor tiles ?

I am thinking of laying cermaic tiles on the concrete floor of my hallway. I have found some reasonable priced tiles bit I am put off by the cost of the cement and grout - more than twice the cost of the tiles !! Is there any reason why I cannot lay the tiles on a sand/cement mix and grout them with ordinary cement ?
