I have an analogue central heating timer which sets the time for the heating and hot water at the same time and the same for each day. Is it easy to change this timer to a digital, separate water and heating on a 7 day programme?

For a qualified electrician yes.
The thing to consider is if the boiler has been installed for seperate timing, not all are.

Boilers installed with gravity primary's to the cylinder will only work, hot water only, or hot water and heating, alterations to the pipework would be needed.
Consult an heating engineer who can upgrade your system to meet the new part L regs, which includes seperate timing, stats etc.
