| I live above a shirt shop with one nieghbor. the building has three main circuit breakers outside the building. my apt. has six circuit breakers,three for the left side of my apt. and three for the right. the left has stove, fridge, and hot water heater. the other day my girlfriend plugged in her blow dryer on the left side of the apt. and the left side power went out. I flipped the breakers in my apt. and nothing happened. Later that night the power came on by itself, weak at first then brighter. I thought maybe the cicuit breaker was bad so i changed all three for the left side of the house. It was fine till the water heater turned on then the power dimmed.I checked it with a circuit tester and the light on the tester dimmed and flikered. i checked the heating elements in the hot water heater and one was bad so i changed it but still the same flikering occurs when ever the hot water heater, or the oven turns on. my Q's: is it a broken neutral and if it is how do i isolate it? |
