Our pool is about 30 years old and when it was built, they left the power line to the home in place over the pool.

It is around 25 feet over the pool at its lowest point, but it scares visitors.

So, I want to move it to the side of the garage with a new riser, meter base, and disconnect/breaker inside the garage.

Then, I want to run the cable through the garage attic, down a wall, and into a heavy conduit that will run under a wooden deck, and finally into the house.

This is the most convenient routing and method, because, since the deck would hide it, I can enter the house at any point since the deck is connected to the back of the house.

In doing so, the entry point would be within a foot of the breaker box in the house.

Is doing something like this to code?

You should be able to make that work. Hire a licensed reputable electrical contractor who knows the codes in your area. It will pretty up the backyard too.
