I have a Glow Worm Condenser Combi boiler, which is less than two years old. For some reason, hot water is not consistantly being delivered to the upstairs of my house. Sometimes water is warm but not hot and sometimes it alternates from being warm to freezing cold. Can you please advise what the problem might be? Is it a plumbing problem or a boiler problem?

Could be either, what is the model, and what outlets are affected

Boiler is a Glow Worm 38CXI.
The outlets affected are upstairs baths, showers in particular. Basin taps normally deliver water which is consistantly hotter than the other outlets but not brilliantly hot.

Are the mixer taps and especially the shower mains fed

I would suspect the cold is backing up the hot pipe, first choice would be the shower.

Turn the cold mains feeding the boiler off, then open an hot tap, preferably one thats not a mixer, then open the hot and cod on each appliance one at a time until you get a feed back out of the hot tap.

Depending on the make/model the shower valve may not have any water.

Another way you may have to check, is to isolate each cold outlet local to the tap, then run the hot until it is hot, then turn the cold valve on and see if the hot pipe cools.
