I'm in the US, and have a circuit breaker that hums so loud it is annoying (60Hz). When switched off, ah, the sounds of silence. I replaced the circuit breaker, and the new one hums just the same.

It's a 40A 2-pole CB, which switches 240VAC. The original purpose, a laundry outlet, is no longer in use. However, someone added some single-sided loads (120V), which the CB switches.

Is this a problem with unbalanced loading?

Any ideas how to silence this noise?

When you replaced the circuit breakers why didn't you replace with a 15 or 20amp single phase (dependent on the devices in your circuit)? The 40amps is probably not rated for your end use accordingly. Sounds like it needs to be properly configured for the 120V usage.
