will polystyrene lining paper stick to gloss paint?

We've recently moved into an ex council flat and we have a serious condensation problem in our bedorom. The walls are concrete blocks and two of the walls in our bedroom are external we've got black mould along both walls.
We've been advised to line the walls with polystyrene lining paper and then line over the top. At the moment the walls are woodchipped and painted with gloss. We started to strip the walls but a thin layer of plaster is coming off with the paper. Do we need to strip the walls or can we put the polystyrene up on top of the floss paint? Will it stick?!
