Paint flaking as it dries?

Here is the situation:-
House is in Turkey so inside temp around 90F.
I scraped all loose paint off the wall.
Normal consistency was bearly spreadable so watered it down a bit.
I was using a paintbrush not a roller.
After about an hour there was 4 patches where the paint was `cracking` and peeling from the wall and would need scraping off again and re applied.

What would cause this.
