I want to put flooring in my loft so I can use it for storage or an office.

One man says he can put just floor boarding down (for a reasonable price) on the joists.

A second man says it is necessary to put new joists above the existins joists and put the new floor on top of these (new joists hanging from brackets fixed to the walls.)

Is this unnecessary extra work or essential?

That depends on many things and an answer would be un-reliable of the cuff.

It would depend on the length and size of the existing joist, plus the intended use and the weight load, a structural engineer would be able to advise.

In addition Your local building department would need to be informed and regs complied with.

A loft ladder and a light would not be exceptable if you use it as an office, whereas for storage only it may be.
