I have oil home heating, can i run my oil storage tank dry and then just get it refilled OR is it harmful to let the oil level go below the outlet pipe to the boiler ?

You could, but I wouldn't recommend it.

Probably damage oil pump and you would need to remove ait from oik line each time.

But what I would think is the biggest disadvantage of this idea is the total loss of heating each time it happened. If you couldn't get the tank refilled in a cold spell well..
