I've peeled old wallpaper, ready for new paper and some patches of the old emulsion underneath came off with it, a bit too easily for my liking. It didn't take any plaster out with it but the plaster is dusty when rubbed. When that emulsion is dry it is hard and sticks to the wall, but when it's wet, I can rub it off with my fingernail. I'm scared to start papering in case it all comes tumbling down. Would sizing, or anything else do the trick?
