Cold water pipe

Hi
Not sure wether I should ask the plumber, decorator or painter. We have an old defunct cold water pipe protruding in a corner of our bathroom, running from ceiling to the floor, problem being it's slowly growing black mould. The bathroom is well ventilated and no other mould. Can't lag it as the pipe is partially embedded in the wall. Is there an inexpensive option ie a product that insulates before we decorate?
Any advice appreciated

Is the pipe still connected to the mains water supply, because it shouldn't sweat if not, and if not then it should be, because it will breed nasty bugs

Thanks Scruff, hubby says it's defunct I'm not so sure. 1930's house that has a combi boiler fitted so that's his reasoning for the pipe being out of use. Not sure if it's connected, it's very cold to the touch in a very warm room. I guess it's best to call in the experts to check it's status.

Try and trace the pipe to find at least one open end, it could then be remove from the room.

Water regs say that any potable water pipe that is no longer used should be remove and cap at source to avoid contamination.
