Water Backup happens often

Our shower, bath tub, toilet, and utility sink won't drain and they are all backedup with water. This happens often. The house is brand new it was built in 1996. Could this be a design problem? Could the pipes be placed incorrectly so that we have a back up problem often? There are only two people living in the house. Do we have to call a plumber everytime or is there anything we can do?
