Our toilet will flush but the water never goes down to normally . The toilet paper does not go down (everything else does). So the toilet paper stays and builds up. We tried using a snake and nothing is down there clogging the pipe. The toilet doesn't overflow. The water just doesn't empty like it's supposed to. What is the problem?
