I am the manager of a large private campground. The electrical system description: Voltage comes from four 200 amp breakers which feed two 120 volt lines.(240v across) These lines run to an underground splice(s) to feed four distribution boxes. One of the boxes is completely dead...no voltage whatsoever. The 2 middle boxes work fine. But with its main breaker in Off or On position, the fourth and farthest box reads over 300 volts across the 240v lines, and 150v or more from each 120v line to ground. How is this possible?

AC or alternating current fluctuates. It can be lower or higher than the 120V norm. Chances are if you check it again it may read differently than your first reading.

Sounds like the splice should be checked though if one of the boxes fed through it reads no voltage. Take a second set of readings and see if the readings were accurate.
