I have a split level apt.in which 2 bedrooms and a bathroom are upstairs.All are wired to the same breaker.I have periods of intence flickering...deminished power for motors(fans).I now have heard a hum followed by a crackling at the fuse box when the flickering occurs.My landlord has dimissed this but i fear a serious fire hazard.Am I correct?

Loose cable or breaker
GET CHECKED STRAIGHT AWAY possible fire hazzard
