I have a very small toilet with outside walls on two sides, (it's at the corner of the property) I want to extend it (double it's size) outwards into the yard at the back, so it's big enough to actually **** in comfort, and can have a small sink in it.

I have a ground floor flat with a flat above - to do it would mean knocking through the outside wall, and building in the yard, can you do this, do i need planning - do the people upstairs have any say in it ?

No problem actually doing it although you should consult a builder who will advise on structure etc.

Upstairs can object to building permission but in this case as its unlikely to effect them it shouldn't be a problem.
