Rads warm at top cold on the bot

The System

8 radiators downstairs
8 radiators upstairs
Pumped system oil fired
Two motorised valves for heating and hot water.

The fault.

Two radiators downstairs one in the living room and one in the dining room only get warm to the touch at the top.

If I shut the thermostatic valve off the hot radiators the two not working get hot and seem to say hot when I re-open the valves on the other rads. But when the system cooled down and was switched back on the same two were cold again.

Could this be caused by sludge build up in the rads or do they need to be balanced?

If balancing could be the cure how do I do it.

To balance just turn all the hot ones down on the lockshield valve about 1/2 turn and repeat till the cold ones are the same temp.
