No main breaker switch

I just purchased a new home. When I was looking in the breaker box there was no main breaker switch. There is a spot for it but it was not installed. Is there a switch that is outside? Or does an electritian need to be contacted to add this. It passed the city inspection so there would have to be a main power switch somewhere right?

Sorry... I have been on holiday for the summer. There has to be a main breaker... probably an oversight... did you find it? If not, what type of breaker box is it?
