We live in Sacramento, CA. It gets very hot in the summer and cold, but not freezing in the winter. In the summer, all “Cold” and "Hot" tap water comes out extremely hot for several minutes. In the winterall "Cold" and “Hot” tap water is freezing for several minutes. We have a new water heater, but the problem persists. Our house was built in 1975. Do we need to insulate a pipe somewhere? How? Where? Thank you,
