We recently had fitted a ladder radiator in our bathroom which has a Schlosser thermostatic valve. In order to get the room above 20deg C we have to set the valve to 6 which is the maximum. Even then if shuts off at 22degC. All our other radiators have thermostatic valves and only need to be set at 2-3 out of five for adequate temperatures to be reached.

Is this a problem with the valve or can it be adjusted in some way?

Ladder type towel rails are not intended to heat rooms, and the heat output will be poor at best.

Normally I wouldn't expect to see an thermostatic valve on a bathroom rad either.

What circuit is it connected too, the heating or pimary pipes

The rad is on the heating circuit.

As I said I don't think the rail will give enough heat output.

Have you any technical stuff on the valve other then they're made in Poland

We have no details for the rad or valve other than the name on the valve.
I found the Schlosser website and emailed the the same query but have had no reply yet after 3 days.
