We just had our service updated. The electrician put a rubber stopper on the outside of the house to cover the hole where he had to drill into. The stopper has come out and I need to put it back, but it won't stay on. I need to know if

1. Should I spray the hole with something in case bugs got into the hole; and

2. How do I get the rubbert stopper to stay affixed to the house?

i am not sure i understand... is the "rubber" around the feed wire or is it plugging up only a hole?
