Rising damp

I have a ground floor flat that may have rising damp.

Not sure if it is damp or humidity/poor ventilation. The flat has UPVC double glazing and a new combi boiler and central heating system.

Today I have hired a Lutron moisture meter and obtained the following readings from inside the flat:

Concrete 35%-63%
Gypsum 0.3%-0.8%

Not sure which is correct setting to use...so can any one tell me what the readings mean!

Any advice would be appreciated.
