Hello All

I live in a flat in a building that's twenty years old, and in the past year or two each of the top-floor flats has had problems with water coming in from around the window frames. Scaffolding has been put up and the problem investigated, and it turns out that the skylight windows were installed incorrectly, "on top of the beams" rather than "between the beams".

Now, the builder who built the flats is still in business locally, so my question is this: Is he liable, legally or "ethically", for any sort of compensation twenty years on? I ask because the leaseholders are looking at a hefty bill for rectification work.
