MY UPSTAIRS RADIATORS ARE CONSTANTLY HOT EVEN THO HEATING IS SWITCHED OFF DOWNSTAIRS ARE COLD

Take the caps lock off for starters Rolling Eyes

More details required.

What control valves do you have, any 2 or 3 port valves.

Is the system fully pumped or gravity hot water.

Has it always been the same or a new problem perhaps following some alterations.
