To be quite honest if its a small tree it would be best to burn it, and renew the soil.

Can be difficult to get rid off, you have to remove all the infected leaves and wood and burn it, the tree and the soil can be sprayed with copper sulphate ( in winter ) at about 1oz per gallon.

Throughout the summer and late spring you could try something like "Captan"

If there any roses in the area treat them as well.
