I have two toilets, one in a shower room downstairs and one upstairs separate from the bathroom. I have noticed that on flushing either, there is a loud horn like noise. This noise is worse upstairs and continues even after the flush has completed if the bath is running. We have to turn off the bath water to stop the noise. We do not have a water tank in the loft as we have a combi boiler. Please advise what we should do.

You have a partially open or defective shutoff valve on the cold water line.
Start at the main shut off valve and track it to find all the shut off valves up to and including the toilet's and bath's.

Turn them fully open and fully clsed a few times in succession while the appliance is running water (toilet re-filling or bath faucet running). This will help to dislodge any debris accumulated there.
Then turn them completely open.
If that doesn't solve it, you'll have to turn the house water off and remove, inspect, repair/replace each shut off valve.
