Spacking falling off

The spackling on the garage ceiling is cracking in several areas and in some places is falling off. The most noticable places are where the nails are and where the drywall is formed around the heater vents.

The house is a new construction. When I asked the contractor about it, he said the spackling is cracking because the garage was cold when the spackling was applied.

If the spackling didn't adhere to the drywall; does this mean all the spackling on the ceiling is going to crack and fall off? The contractor patched the areas where the cracks are and where the spackling has already fell off. All I seen him do, is stick more spackling in the hole.

Should the spackling have been completely removed and reworked?
