I have just bought an Edwardian semi-detached house (c. 1904), and find that the left-hand side of the semi, (mine) has the water supply to both halves running on its land, whilst the right-hand side (my neighbour's) has the drainage on its land. Was this normal at this time ?

The supply to my neighbour goes underneath my kitchen. I am considering going from a Water Rate based on ratable value to a water meter, how do the supply authorities work this one out ?
